Sovereign AI is a policy-and-infrastructure framework asserting that nation-states (or economic blocs) must own or control the full AI stack: compute, data, model weights, and inference infrastructure. The heuristic fires when jurisdictional risk—export controls, data-residency law, adversarial supply chains—exceeds acceptable threshold for a given actor. Key parameters: training FLOP budget reachable within borders, chip supply chain independence (fab-to-package), latency/sovereignty trade-off at inference, and licensing terms on foundation model weights. Current state: EU AI Act + French/German sovereign-cloud mandates; UAE’s Falcon; India’s IndiaAI compute mission (~10,000 A100-class GPUs initially). Compute sovereignty is the hardest constraint—most nations lack domestic logic fabs below 28 nm.
